Lindsay Hooper

Lindsay Hooper formed Capitol Tax Partners in 2001 with Jon Talisman and has grown the business to be the largest independent tax advocacy group in Washington, DC. Over the past 25 years, Lindsay has developed a reputation as one of the top tax consultants in DC, having been named every year since 2006 as one of Washington’s “Best Lawyers” in tax and government relations law. 

Before working in the private sector, Lindsay served as Legislative Director and Tax Counsel to former U.S. Senator Malcolm Wallop (R-WY), a senior member of the Senate Finance Committee. While working on Capitol Hill, he was instrumental in the development and enactment of several key tax bills and tax policy initiatives, including the Economic Recovery Tax Act of 1981, Tax Equity and Fiscal Responsibility Act of 1982, Deficit Reduction Act of 1984, and the President’s Proposals on Tax Reform of November 1984.

He earned his JD from the University of Wyoming College of Law and his BS in accounting from the University of Wyoming.
