Annabelle Canning


Annabelle Canning advises clients seeking Federal legislative solutions to complicated, inefficient and onerous state tax concerns.  Annabelle recently led the Internet Tax Freedom Act (ITFA) Coalition’s successful efforts to permanently extend federal law preempting state and local taxation of Internet access and multiple and discriminatory taxation of Internet commerce. 

Before joining Capitol Tax Partners, Annabelle served as Vice President, State Tax Policy at Verizon Communications, and Assistant General Counsel, Federal and State Tax Policy at Verizon Wireless. While at Verizon/Verizon Wireless, she was involved in numerous Federal and state tax reform campaigns, including successful efforts to develop and enact the Mobile Telecommunications Sourcing Act, the extension of ITFA including its expansion of to all forms of broadband access, and the development of industry initiatives such as the Cell Phone Tax Moratorium and the Digital Goods and Services Tax Fairness Act, which included corresponding state tax strategies.  

Annabelle previously served as Vice President and Legislative Counsel at the Council On State Taxation (“COST”), the leading trade association representing large, multistate businesses regarding state tax issues. While at COST, she led numerous industry state tax coalitions addressing a variety of state tax issues.  She also presented the COST 50-State Study and Report on Telecommunications Taxation to the Advisory Commission on Electronic Commerce established by the Internet Tax Freedom Act.  

Before that, Annabelle served as State Tax Counsel for Bell Atlantic and a tax attorney with the law firms of Brobeck, Phleger and Harrison LLP and Venable LLP. She has testified a number of times regarding tax legislation before Federal and state legislative committees and is a frequent speaker at national conferences on federal-state tax policy issues.  

She holds a BA in History from Dartmouth College and a JD from the Georgetown University Law Center, cum laude.
