Randy Herndon advises clients on corporate and international tax policy matters before Congress, Treasury, and the OECD, drawing upon his government experiences in the legislative and judicial branches and his private sector background at a global law firm and in public accounting.
Before joining Capitol Tax, Randy served as the Tax and Budget Counsel to Senate Finance Committee and Budget Committee member Sen. Pat Toomey (R-PA), contributing to the tax reconciliation instruction included in the fiscal year 2018 budget resolution and to the development of the Tax Cuts and Jobs Act of 2017. In addition to his Senate tenure, he also served as the Policy Director and Tax Counsel to House Ways and Means Committee and Budget Committee member Rep. Jim Renacci (R-OH), where he worked on the Bipartisan Budget Act of 2015 and the Protecting Americans from Tax Hikes (PATH) Act of 2015.
Before working for Congress, Randy worked in the U.S. & International Tax Group at McDermott Will & Emery LLP in Washington, DC.
After law school, Randy clerked for two federal judges: Judge Mark Holmes on the United States Tax Court in Washington, DC and Judge Kent Jordan on the United States Court of Appeals for the Third Circuit in Wilmington, DE.
He earned his JD from Pepperdine University School of Law. Before law school, he was a Certified Public Accountant for three years.
