Mark Warren
Mark Warren is a highly respected tax expert with more than 30 years of experience both in government and the private sector. He brings deep technical expertise and a sophisticated understanding of the tax legislative and regulatory process to provide clients with strategic and substantive advice on tax policy matters before Congress and the Administration. Mark’s principal areas of focus include corporate, pass-through businesses, international tax, energy tax, and issues affecting tax-exempt organizations.
Mark has a unique resume with government service spanning both ends of Pennsylvania Avenue and both sides of Capitol Hill. He served as Deputy Assistant Secretary for Legislative Affairs in the Bush Administration Treasury Department. During his time on the Hill, Mark served as Chief Tax Counsel to the Senate Finance Committee, where he worked for then-Chairman Chuck Grassley, guiding the committee’s work on the Taxpayer First Act and pandemic tax relief legislation, including the Coronavirus Aid, Relief, and Economic Security (CARES) Act of 2020. He also served as Senior Tax Counsel to now-Senate Majority Leader John Thune during the development and drafting of the 2017 Tax Cuts and Jobs Act. In the House, he previously worked as a Tax Counsel on the House Ways and Means Committee under Chairmen Dave Camp, Paul Ryan, and Kevin Brady, where he focused primarily on tax-reform legislation. In addition to his public service, Mark has practiced law in New York City and Washington, D.C.
Mark earned an LL.M. in taxation from New York University School of Law, a J.D. from Georgetown University Law Center, and a B.S. in business administration from Georgetown University.
